if you have heavy or long hair, you could get waxed first, and then shave regularly, or you could get one of those electric hair cutter to trim it first and then shave with a razor.
How far below the neck? Hmmmmmm?

depending how long and thick the hair is i would trim it with clippers first, lather up with a nice shaving cream and use a nice sharp razor, making sure to declog as you go
another idea is to use a hair removal cream, it will be much faster, just dont het it on any sensitive areas, like ur nipples.
if you want to wax, i would trim the hair before, so there is less ouch factor
of course you could just stay a little hairy, like like hairy men
